If you own or manage a rental property, electrical safety is one of those things you really do not want to leave to chance.
As an electrician, I have seen plenty of rental homes where small issues were picked up early and fixed quickly. I have also seen situations where flickering lights, tripping power or old switchboards were ignored for too long — and that is when things can become risky, stressful and expensive.
So, how often should a rental property have an electrical safety check?
In Victoria, the simple answer is: every 2 years for applicable rental properties, carried out by a licensed electrician. Consumer Affairs Victoria also states that from 13 October 2026, mandatory gas and electrical safety checks every 2 years will apply to all rental agreements, whether they started before, on or after that date.
Let’s walk through what that means in plain English.
Why Rental Electrical Safety Checks Matter
A rental property is not just an investment. It is someone’s home.
That means the electrical system needs to be safe, reliable and suitable for everyday use. Renters are using lights, power points, ovens, heaters, washing machines, dryers, phone chargers, laptops and all the usual household appliances. If the wiring, switchboard or fittings are not up to scratch, problems can show up quickly.
A rental property electrical safety check helps find issues before they become dangerous. It can pick up things like damaged wiring, faulty switches, overloaded circuits, unsafe power points, missing safety switches or older switchboards that need attention.
For landlords, it is also an important part of responsible landlord electrical safety. It helps protect your renters, your property and your peace of mind.
How Often Is an Electrical Safety Check Needed?
For Victorian rental properties, electrical safety checks are required every 2 years for applicable rental agreements. Energy Safe Victoria says rental providers must ensure an electrical safety check of all electrical switchboards, wiring and fittings is conducted every 2 years by a licensed electrician.
Consumer Affairs Victoria also explains that rental providers who entered into a new agreement after 29 March 2021 must have electrical safety checks completed every 2 years. From 13 October 2026, the rules are expanding so that gas and electrical safety checks every 2 years apply to all rental agreements.
My practical advice? Do not wait until the last minute.
If you are not sure when your last check was done, book one. Guessing is not a great strategy when safety and compliance are involved.
Who Is Responsible for Organising the Check?
The rental provider, often called the landlord, is responsible for arranging the electrical safety inspection.
In many cases, the property manager will organise it on the landlord’s behalf. But at the end of the day, it is still the rental provider’s responsibility to make sure it happens.
The check must be done by a licensed electrician. This is not a job for a handyman, a general maintenance person or someone who “knows a bit about wiring”.
Electrical work needs to be handled properly. A qualified electrician knows what to look for, how to test the installation and how to report any issues clearly.
Renters can also ask for the date of the most recent safety check. Energy Safe Victoria says rental providers must provide the renter with the date of the most recent safety check in writing if requested.
What Does an Electrical Safety Inspection Include?

A proper electrical safety inspection looks at the key parts of the property’s electrical system.
This may include checking:
- the switchboard
- safety switches
- circuit breakers
- wiring
- power points
- light switches
- fixed electrical fittings
- earthing
- signs of overheating
- damaged fittings
- unsafe electrical components
- outdoor power points and fittings
The aim is to make sure the electrical installation is safe for continued use.
In a rental property, this matters because renters may not know the history of the home. They may not know if previous owners did DIY electrical work, whether old wiring is still in place, or if the switchboard has been upgraded properly.
That is why a regular rental property electrical safety check is so useful. It gives everyone a clearer picture of what is going on behind the walls, at the switchboard and around the home.
What Happens If Something Unsafe Is Found?
If an issue is found during the inspection, the electrician should explain what the problem is and what needs to happen next.
Some issues may be minor. Others may need urgent attention.
Common problems can include:
- faulty safety switches
- damaged power points
- loose connections
- overloaded circuits
- old ceramic fuses
- exposed wiring
- damaged outdoor fittings
- signs of heat damage
- unsafe or non-compliant electrical work
If electrical repair or maintenance work is carried out, a Certificate of Electrical Safety may be required. Energy Safe Victoria notes that where electrical repair or maintenance work is carried out, a Certificate of Electrical Safety is required.
As a landlord, it is a good idea to keep the inspection report, any repair notes and any certificates together in one place. That way, if your property manager, renter or insurer needs details later, you are not digging through emails trying to find them.
Do Smoke Alarms Need Testing Too?
Yes, and this is a big one.
Smoke alarms are separate from the 2-year electrical safety check, but they are still a very important part of rental property safety.
Consumer Affairs Victoria says all Victorian homes must have smoke alarms, and rental providers must ensure they are correctly installed and working. From 25 November 2025, annual smoke alarm safety checks became mandatory for all rental properties.
So, while electrical safety checks are generally every 2 years, smoke alarm testing needs to be done every 12 months.
That is worth remembering because it is easy to mix the two up.
A simple way to think about it is:
Electrical safety check: every 2 years.
Smoke alarm testing: every year.
Smoke alarms should be tested, cleaned and checked to make sure they are working correctly. Batteries may need replacing, and older alarms may need to be replaced if they are out of date.
Should You Check the Property Sooner Than Every 2 Years?
Yes, sometimes.
The 2-year requirement is the regular safety check timing, but it does not mean you should ignore warning signs between checks.
If a renter reports something unusual, get it looked at. Electrical problems rarely fix themselves.
Book an electrician sooner if the renter notices:
- power tripping often
- flickering lights
- buzzing switches
- warm power points
- sparks when plugging in appliances
- burning smells
- cracked outlets
- lights dimming when appliances turn on
- electric shocks or tingles
- damaged outdoor power points
- storm or water damage
These signs can point to wiring problems, faulty appliances, overloaded circuits or damaged fittings.
In my view, if a renter reports anything that sounds electrical and unsafe, it is always better to check it early. A quick inspection is much easier to deal with than an emergency callout later.

Ballarat has plenty of older homes, weatherboard properties, renovated rentals and investment homes that have had changes made over the years.
Some properties have modern switchboards and updated wiring. Others still have older electrical systems that may need closer attention.
Cold Ballarat winters can also put extra pressure on a rental property. Renters may use heaters, dryers, electric blankets and more lighting during the colder months. That extra demand can expose weaknesses in the electrical system.

- Check older switchboards before problems start

- Keep communication clear with your property manager and renter
